Membership Requirements/Levels
version 1/16/04Resource ARES Member:
- Current Amateur Radio License
- Desire to serve
- Be 16 years of age or older
- Register with Clackamas County ARES EC
- 25% CARES or city meeting attendance per qtr
- 25% CARES or city net check-in per qtr
- Maintain current contact information with EC or city AEC
- Has basic equipment to support any mission
- Display ARES ID
WHITE ARES Card:
- Current Amateur Radio License
- Desire to serve
- Be 16 years of age or older
- Register with Clackamas County ARES EC
- 1st Aid & CPR qualified
- Display ARES ID
- Pass RACES security clearance
- Choose primary and secondary served agency
- Pass served agency security clearance (if applicable)
- Display served agency ID (if applicable)

OEM Amateur Radio Communications Plan
- Have a family 96 hour kit (details are up to you - be prepared)
- Initial
Requirements:

- Achieve ARRL Level 1, EC-001
- Attend 6 monthly meetings per year
- Check in to 2 Clackamas County ARES/RACES nets or city nets per month
- Annual
Requirements:

- Attend 1 or more drill, test, public service event
- Attend 4 or more training sessions (on air or classroom) to maintain the 32-hr RACES minimum requirement

STATE YELLOW Card:

Requirements:
- The above list for ARES White Card
- Achieve ARRL Level 2, EC-002
- Have a personal 96 hour kit(details are up to you - be prepared)
- Have the Must Have Deployment Kit
- Pass CCSO background clearance check
- Be a CARES or ARES unit staff member or provide support for the over all county mission as needed by ARES leadership
- Have a signed CARES statement of volunteer understanding on file with the EC

- Presents a clean & neat appearance
- Proficient in map, compass & GPS operation &
- functions

- Attend 3 additional monthly meetings per year
- Check in to 1 additional Clackamas County ARES/RACES nets or city nets per month
Any exceptions to these
standards will be considered on an individual basis. In most cases,
we will find a compromise that accommodates the applicant’s situation yet
still supports our ARES/RACES objectives.
Packet Certification:
Level One
- Demonstrate the
following
- Start TNC and configure
- Start computer
- Start radio, select frequency and adjust
- Start software and configure
- Connect to node
- Connect to BBS
- Compose message using ARES/RACES Packet Standard
- Determine correct address of receiving station
- Verify if receiving station is staffed by ARES/RACES personnel
- Post message to BBS
- Post bulletin to BBS
- Retrieve message from BBS
- Retrieve bulletin from BBS
- Send and receive messages from TNC mailbox
- Print messages, bulletins and files
- Log sent and received messages
- Reply to received messages
- Find alternate nodes and BBS
- Have a packet address at a local BBS
- Demonstrate the
following

- Correctly operate the pre-positioned packet equipment at your primary served agency
- Demonstrate the

- Have a personal portable packet station
- Demonstrate the

- Operate BBS

SSTV Certification:
- Send SSTV pictures from more than one video source
- Receive SSTV pictures
- Relay received pictures
- Print pictures
- Transfer pictures to a computer
- NCS for Clackamas County ARES/RACES weekly net more than 10 times a year
- NCS for an event more than 2 times a year
NTS Certification:
- Handle more than 25 NTS messages a year
